You can see the leather 'muffle' on the clapper, which mutes the sound the clapper makes as it strikes the bell. The other side of the clapper rings as normal when it strikes. Thus, the resulting sound is known as ringing 'half muffled', and the bells are rung like this for for funerals and memorials such as Remembrance Day.
